Everyone can arrest Suicide Bombers! - Lagos CP


The Lagos State Commissioner of Police, Fatai Owoseni, says residents of the state are allowed to arrest anyone suspected to be a suicide bomber, and hand him over to the police.

The CP added that the police had also deployed its surveillance teams to monitor motor parks and other public places in a bid to ensure that there was no incidence of terrorist attack.

Owoseni, who said this on Sunday in an exclusive interview with PUNCH Metro, added that suicide bombers would be recognised first by their unusual movements and inquisitive behaviour.

He said, “The practical step to take when residents suspect a suicide bomber is to alert the security agencies. The police are near to everyone. The residents can also make an arrest before the police arrive. It is allowed.

“One of the signs to look out for is the behaviour. A suicide bomber behaves unusually. He also moves in a suspicious manner. Such people are too inquisitive about the areas where they find themselves. Also, they hardly make friends; they are lone rangers.

“Any car that is parked in an unusual manner should be reported. One of such signs is that one side of the glass is wound down, and other sides rolled up.

“We expect that if residents see vehicles in their areas unattended to, they would raise the alarm immediately. If anyone sits in a parked car without winding down the glass, people should accost him and ask him questions.”

Owoseni said the police in the state had met with the Hausa communities, transport park unions and boat operators to sensitise them on what the police expected from them.

He said, “We have deployed operatives in all the motor parks. We also held meetings with unions like Road Transport Employees Association of Nigeria, and the National Union of Road Transport Workers; we are collaborating with them.

“The police met the Arewa communities in the Agege and FESTAC areas, where I told the Imam and the leaders of the Hausa groups that any suspicious face should be immediately reported to the police.”

Two security experts, Richard Amuwa and Dr. Ona Ekhomu said vigilance was the only way to recognise terrorists.

Ekhomu,  the President of the Association of Industrial Security and Safety Operators of Nigeria ,said “Boko Haram members have been with us for a while; so one thing we can do is to be vigilant against the influx of strangers into neighbourhoods. Landlords associations should register okada (motorcycle) riders and keke NAPEP (tricycle) drivers. Give them vests so that any stranger would be picked up.

“Also, ask questions if anyone moves suspiciously in your area. Look out for one another. Everybody must be their brothers’ keepers.”

Ekhomu said the ammunition of war of Boko Haram members was usually the IEDs.

“So, if you see anyone collecting cans; or anyone with bags of fertiliser; or anyone with container of diesel when they don’t have a generator, be suspicious. These are ingredients for IEDs. Boko Haram don’t have easy access to high explosives,” the security expert added.

He also urged Lagosians not to be confrontational if someone looked suspicious. He added that the suspect might be armed and could kill to save himself.

Ekhomu said, “Contact the authority immediately. You can also contact the media to ensure accountability by the security agencies.”

Also, Amuwa said the police should be ready to work with the people without creating fear in them.

He said, “The people should not hesitate to raise the alarm if they see any strange face in their environment.

Amuwa, who is the Managing Director of the Mega Guards Services Limited, also advised the government to ban the wearing of hijab for the time being, saying the veil worn by muslim women, was being used by terrorists to shield explosives.

He said, “The problem is that how do you detect a Boko Haram member? If you are wearing shirts and the terrorist is wearing hijab, how do you figure him or her out? That is why we have asked the government to stop the wearing of hijab for now.”

Warning: Boko Haram Kingpins Arrested in Lagos and in the East!

Department of State Services in a statement by an official, Tony Opuiyo  on Sunday in Abuja said 20 suspected Boko Haram commanders have been arrested in Lagos, Kano, Enugu, Plateau and Gombe states.

The suspects, who were arrested between July 8 and August 25, 2015, include the masterminds of the suicide attacks in Potiskum, Kano, Zaria.
Those arrested were notable commanders and frontline  members of the notorious group from different parts of the country.

The statement noted that the group’s new pattern of movement and spread was caused by the pressure being put on it by security forces in its core areas of strength in the North-East.

The service listed those arrested in Lagos to include Bakura Modu who was apprehended on July, 20 at Kara, Ogun State; Mustapha Jamberi, who was picked up on July 24 at Gowon Estate.

Others are Abuyi Sheriff, who was nabbed at Ebute-Meta; Babagana Ali and Babagana Koloye, who were arrested on August, 7 at Eric Moore, Surulere.

The service explained that it picked up Abba Sagma at Ijora Badia on August 9; Grema Abubakar and Tijani Bagudu were apprehended at Amukoko, Ijora Badia the next day, while Baba Alhaji and Abass Ibrahim were arrested earlier on the same day at the Alaba International Market, Ojo.

The DSS stated that a Boko Haram commander, Usman Shuaibu, aka Money, revealed that he coordinated the suicide attacks in Potiskum, Kano, Zaria and Jos, which claimed several lives, with N500,000 that was provided by a certain Isa Ali.

The agency said, “Shuaibu also revealed that he had participated in several Boko Haram attacks, including the attacks at Gwoza Divisional Police Station in 2014.

“He admitted to being the leader of the team of nine sect members that was dispatched from Sambisa Forest to carry out the attacks. He disclosed that four out of the nine of them were used as suicide bombers in executing all the (suicide) attacks.

“Nigerians and indeed the general public have to note that the arrest of Shuaibu, aka Money, and the core members of his cell, stemmed the spate of bombings by the extremist sect. It will be recalled that Money and his group were arrested on their way to Bauchi State where they had planned to execute another bomb attack, and this was frustrated by the arrest.

“The sudden influx of Boko Haram members into Lagos State points is due to the determination of the sect to extend its nefarious terrorist activities to the state and in fact, to other parts of the country.

“The arrest of these confessed terrorists has, however, helped in no small measure to avert devastating attacks in the area. However, the service is making efforts to conclude its investigations and commence prosecution of the suspects.”

The DSS said a Boko Haram Improvised Explosive Device expert, Ahmed Mohammed, aka Abubakar), admitted to making the IEDs used in the various suicide bombings in the country.

Other suspects include Ibrahim Audu, who was arrested on August 19 at New Artisan Market, Enugu; Ibrahim Haruna, arrested on August, 21 at Kwomi village, Kwami Local Government Area, Gombe State; Ali Mohammodu, nabbed on August 22 at Ibrahim Taiwo Road, Fagga LGA in Kano State; and Adam Jilbe, who was apprehended on August 23 at ​Obanikoro, Lagos State.

The agency restated its determination to work with other stakeholders in the fight against terror and other forms of criminality in the country and called on citizens to volunteer useful information to the service and other security agencies.

Meanwhile, the DSS has stepped up covert operations to dismantle Boko Haram cells across the country, particularly in the South-West, South-East and South-South where suspected terrorists are hiding.

It was learnt that the arrest of notable Boko Haram commanders had provided credible leads and intelligence that could assist the service to track down insurgents and their supporters, including ‘sleeper cells.’

A source said, “The recent arrest of terror suspects has provided a haul of information and intelligence that could assist the service to dismantle various terrorist cells. If the security forces can sustain the current momentum, we will destroy Boko Haram; it is a matter of time.”

In a related development sources told our correspondent that the security agencies had been paying attention to some area in Lagos to prevent attacks.

The areas include FESTAC, Apapa, Agege, Yaba, Ojuelegba, Obalende, Ajegunle, Alimosho, Badagry, Lagos Island, Idi araba, Bariga, Bajulaiye, Fola Agoro, Onipanu, Palmgroove, Aguda, Agbado, Ejigbo and Ikorodu, among others.

Mikel Obi fathers a Son & daughter!

Chelsea footballer and Nigerian International John Obi Mikel has a secret son and daughter by two different women living in the UK, it has been claimed today.

The 28-year-old midfielder is reported to have a one year-old daughter and a four-year-old son after short relationships with the two women.

The Nigeria international, who earns about £80,000 a week at Chelsea, is providing for the two children, it has been claimed.

According to the Sun on Sunday, Mikel, who lives in Oxshott, Surrey, bought a £500,000 detached property in the Home Counties for his son and the boy's mother.

His daughter and the girl's 23-year-old mother are said to live in the South of England - but the two women reportedly do not know about each other.

The Sun on Sunday quotes a source as saying Mikel met his son's mother at a party in London.

After she gave birth, the source said, Mikel 'agreed to give her tens of thousands a year in upkeep' and 'agreed to give her a new car every three to five years.'

'He said he wanted to play a role in the boy’s life. He and the mum are on friendly terms and she doesn’t harbour any bad feelings towards him, perhaps because he’s looked after her so well.'

Mikel, who has made 64 appearances for his country, is said to have met his daughter's mother at a nightclub in 2013. She reportedly gave birth last year.

The newspaper quotes a friend of the girl's mother as saying that Mikel has 'provided' for the woman and their child.

The friend said: 'She is not from a well-off family and does not now earn much, but she drives around in a new car. She seems to have come into money since having the baby and is keeping a low profile.'

Mikel is currently in a relationship with the Russian businesswoman Olga Diyachenko. 

In an interview in Nigeria in 2014, he said: 'I've been dating seriously for two years now. I'm in love. I've found love.'

A spokesman for the footballer is quoted by the Sun on Sunday as saying: 'This is an entirely private matter. John provides for and cares for his children and will continue to do so. He asks that their privacy be respected.'

Buhari's Appointments: Nigerians react, Questions raised!

When the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina announced the appointments of some of President Muhammadu Buhari's kitchen cabinet yesterday, not many expected what they got.
  The list include

Engr. Babachir David Lawal  from Adamawa State - Secretary to the Government of the Federation.

Alhaji Abba Kyari also from Adamawa is the Chief of Staff.

Hameed Ibrahim Ali (rtd.) From Gombe state- Comptroller-General, Nigerian Customs Service

Mr. Kure Martin Abeshi  who hails from Nasarawa State Comptroller-General, Nigerian Immigration Service

Senator Ita Enang  from Akwa Ibom - Senior Special Assistant on National Assembly Matters (Senate)

Suleiman A. Kawu from Kano state - SSA to National Assembly Matters (House of Representatives).

While it is still early days yet to start jumping to conclusions, there are questions been raised by most Nigerians who made comments on social network media in the last 24-48 hours...First is, what happens to Federal Character ? For it resolves the issue of  diverse representation of all zones in key positions at the Federal level of governance .Nigeria is divided into six geo-political zones.
 
While some argued that the President only appointed competent and tested Nigerians irrespective of where they are from...Some said "the 'change' been clamored for by the majority of the citizens is here and has come to stay...gone are the days when merit is sacrificed for equal representation of different zones in Nigeria"

Also some commentators asked 'what happened to President Buhari's 'change-agents' ? Men like ex Governors of Rivers state, Rotimi Amaechi, Lagos state, Babatunde Fashola and Ekiti state, Kayode Fayemi...those who played a major role during the electioneering process that helped Buhari to the post.. have they suddenly become incompetent? Are they no more trusted?

Some Nigerians  also asked the question.."Is President Buhari back to fulfill the Northern agenda?"...It is an open secret that Military Heads of state and past Presidents from the Northern part of the country always have a preference for their kinsmen to occupy key positions in their cabinet when they governed.

The Author's Conclusion: Yes it is right to put merit at the forefront when making appointments but it should also be done with care...some sections of Nigeria shouldn't feel left out in the decision-making machinery of President Buhari..he got votes from all zones in the country.
Also, we should note it that competence is not exclusive to only a part of Nigeria for records show that people from the Southern part are more learned than their Northern folks..someone even mentioned it that the number of primary schools in Lagos alone is more than total number in the whole of the North(not confirmed though).
I feel Buhari's appointees are not necessarily the most competent but those he felt he trusted.
This also shows the cracks in the party, APC whom he represents at the top. Many feel the common ground which brought their Leaders together was just to defeat the last government at the polls and not ideologies on how Nigeria would become better! Time would tell if this is true.

Lagos Policeman mistakenly kills Self while adjusting rifle!


The atmosphere at the Mobile Police Force 20, in the Ikeja area of Lagos, had been tense since Tuesday after a police inspector, identified simply as Medugwu, mistakenly shot himself dead, while adjusting a faulty rifle.

The inspector, who was attached to MOPOL 20, was the second-in-command to the armourer. At 10am, a colleague had given him the faulty rifle to examine and readjust for him, Medugwu was said to have accidentally pulled the trigger of the rifle, which projected a bullet into his jaw.

Other policemen in the area were said to have rushed to the scene and taken Medugwu to the Lagos State University Teaching Hospital, Ikeja.The inspector, however, died in the hospital at about 1pm.

A policeman, who claimed to have witnessed the accident, said Medugwu accidentally turned the barrel of the rifle on himself during the check, before his finger touched the trigger.

He said:

“He was the second-in-command at the armoury in the MOPOL 20. A policeman brought a faulty rifle to his office to examine. While he was doing that, he mistakenly turned the barrel of the gun on himself, and he mistakenly pulled the trigger.

“We rushed him to LASUTH, where the medical personnel battled to save his life. But, he died at about 1pm. His head was badly injured. Medugwu’s death shook all of us.”

10 Prominent Nigerians who died of Cancer!

The National Cancer Prevention Programme (NCPP) reeled out a frightening figure, saying that no fewer than 80,000 Nigerians die from various forms of cancer annually.

Cancer is the name given to a collection of related diseases. In all types of cancer, some of the body’s cells begin to divide without stopping and spread into surrounding tissues. The disease can start almost anywhere in the human body, which is made up of trillions of cells.

Umaru Musa Yar’adua: The Katsina-born former president succumbed to the deadly disease while in office on May 5, 2010 leaving behind a vacuum in Nigeria’s seat of power, the Aso Rock, before his deputy, Goodluck Jonathan, replaced him and took the reins of power. Yar’adua died of lung cancer aged 58.

2. Maryam Babangida: Regarded as Nigeria’s most fashionable first lady, she was the wife of a former military president, Ibrahim Babangida. She died at the age of 61 from ovarian cancer on December 27, 2009 in a Los Angeles hospital in the USA. She remains very popular even in death.

3. Olushola Saraki: Popularly called ‘Oloye’ by his admirers, he is one of the most influential politicians that ever graced the Nigerian political firmament. His youngest son, Olaolu, revealed that the former senate leader died of cancer after battling the disease for 5 years. Saraki gave up the ghost on Wednesday, November 14, 2012, in Lagos at the age of 79. His son first son, Bukola Saraki, is today, Nigeria’s Senate president.

4. Clara Oshiomole: The former wife of the Edo state governor, Adams Oshiomole, died of cancer aged 54. Before her death, she was missing in public functions in the state as many analysts raised eye brow over her disappearance in the public. This was because she was known to be very vibrant and committed to women and youth empowerment in the state before cancer slowed her down and eventually led to her death.

5. Sunny Okosun: A music legend in Nigeria, he died aged 61 of colon cancer on May 24, 2008 at Howard University Hospital in Washington DC, the USA. His 1977 song “Fire in Soweto” was a major international hit that brought him to the consciousness of music lovers worldwide, but he later moved to gospel music in the 1980s.

6. Gani Fawehinmi: Popularly called ‘Senior Advocate of the Masses (SAM)’, Fawehinmi was an accomplished human and civil rights lawyer, author, publisher, social critic, philanthropist, politician and indeed a Senior Advocate of Nigeria (SAN). He died on of September 5, 2009, after a prolonged battle with lung cancer. He was 71 years old.

7. Dora Akunyili: Akunyili was a first class pharmacist who gained international recognition and won several awards for her work in pharmacology, public health and human rights. She was later appointed as the director general of the National Agency for Food and Drug Administration and Control (NAFDAC), and later Nigeria’s minister of information and communications. She died aged 59 in an India hospital on June 7, 2014, after a battle with cancer.

8. Funmilayo Olayinka: Olayinka was an accomplished banker and politician who died on April 6, 2013, at the age of 55, while serving as the deputy governor of Ekiti state.

9. Dr Beko Ransome-Kuti: Kuti was a renowned medical doctor known for his work as a human rights activist. He died on February 10, 2006, aged 65, at the Lagos University Teaching Hospital, Idi-Araba Lagos, from complications of lung cancer.

10. Alexander Ibru: He was the founder and publisher of one of Nigeria’s prominent newspapers, The Guardian, He also served as the internal affairs minister under former military dictator, Sani Abacha. He died on November 20, 2011, aged 66.

Vester Flanagan: Failed Black Reporter who murdered his ex-collegues.

Vester Flanagan who also goes by the name Bryce Williams yesterday shocked the world when he shot dead Reporter, Alison Parker 24 and Cameraman James Ward on a live TV show. He recorded the killing and posted it on Facebook.

Flanagan was hired in 2012 as an 'editorial assistant/general news reporter' on a salary of $36,000 per year by WDBJ,  a Tv station in Virginia, U.S.A

Documents show he quickly fell foul of his employers, and after being fired the following year he tried to sue the company for $25,000, saying he had been discriminated against and sexually harassed for being gay.
Employees of WDBJ recalled Flanagan as an argumentative diva who was 'always looking to play the race card' He clashed repeatedly with photojournalists, belittling them in public and intimidating them with his violent temper.

He was also censured for wearing an Obama sticker while recording a segment at a polling booth during the 2012 US Presidential Election - a clear breach of journalistic impartiality.

However when he returned to his old ground, he did with his Camera, shot dead reporter Parker and Cameraman Ward on a live TV show then posting the video of his acts on Facebook ...he later faxed a 23 page manifesto to a news channel where he claimed he was inspired by the Charleston Church killings.

He killed himself hours later while being chased by the Police.

President Obama expressed his shock saying: 'It breaks my heart every time you read or hear about these kinds of incidents’.

Police expose Fraudsters' Antics!

Police in Adamawa on Tuesday warned the public against the antics of online fraudster, ahead of the preparation for the recruitment of 10,000 policemen, as directed by President Muhammadu Buhari.

The Command’s Police Public Relations officer, DSP Usman Abubakar, gave the warning in a statement issued in Yola.

He warned prospective applicants to be careful of those who might want to use the opportunity to defraud them.

The News Agency of Nigeria (NAN) recalls that the President gave the warning recently at a meeting with officials of the Ministry of Police Affairs and the Police Service Commission (PSC), at the Presidential Villa, in Abuja.

Buhari warned that he will not tolerate any irregularities or extortion from the unemployed as the Federal Government plans to beef police workforce with 10,000 new recruits.

“The public is hereby warned to be aware of online fraudsters.

“Who, according to the Information before us are trying to take advantage of the recruitment information to defraud people of their hard earned money,” Abubakar was quoted in the statement.

He also threatened that the command is ready to deal with any commercial cyber cafe or computer centres found selling the unauthorised police recruitment forms.

The police spokesman explained that when the sale of the forms would begin, the public would be informed through appropriate media channels.

NAN gathered that some commercial cyber cafe and computer centres in Yola and its environs, were already making profits from down loading the alleged police recruitment forms on the internet

Femi Falana, a famous Lagos lawyer, has criticised President Muhammadu Buhari’s anti-corruption approach!

The Lagos lawyer in a Channels TV programme said that: “contrary to the general belief that former President closed his eyes to corruption, President Goodluck Jonathan did so much in the fight against corruption including the sack of three of his ministers for alleged graft.”

Beg Tinubu, FFK advises Fashola!

A former Minister of Aviation, Mr. Femi Fani-Kayode, has advised the immediate past Governor of Lagos State, Mr. Babatunde Fashola, to go and make peace with his former boss, Asiwaju Bola Tinubu.

Fashola, who has been in the news for spending N78.3m of taxpayers’ money on a personal website, www.tundefashola.com, and for spending N139m on the drilling of two boreholes at the Lagos House, Ikeja, is believed to be at loggerheads with Tinubu.

Leaders of the All Progressives Congress who are loyal to Tinubu were also absent at a book launch held in honour of Fashola last week, fuelling speculations that all was not well between Tinubu and Fashola.

However, Fani-Kayode, who was the spokesperson for former President Goodluck Jonathan’s re-election campaign, said in a Facebook post that Fashola should go and beg Tinubu before things get messy.

He wrote, “Things are getting messier by the day. My advice to Tunde Fashola is to go and make peace with his benefactor, Bola Tinubu, before it is too late.”

Meanwhile, a group, Lagos Indigenes Network Organisation, has dissociated Lagos State Governor, Akinwunmi Ambode, from the scandal rocking his predecessor.

Some groups loyal to Fashola had fingered Ambode as the brains behind the revelations especially since the information detailing the contract which has generated widespread criticisms from concerned Nigerians was made available by the Lagos State Public Procurement Agency.

But LINO’s Executive Secretary, Fouad Ade-Basorun, said in a statement that since his inauguration on May 29, Ambode had busied himself with developmental projects in the state and had no time in trying to tarnish the image of his predecessor.

Warning: Deadly Flood Imminent in Lagos

Lagos State Government has alerted residents in the coastal and low-line areas to the looming over-flooding of the areas due to the release of water from the Lagco Dam in Cameroun.

The government, in  a statement  by the Permanent Secretary, Ministry of Environment, Mr. Oluwatoyin Onisarotu, said the warning became necessary because of the outcome of the 2015 Flood Management Stakeholders roundtable meeting organised by the Federal Ministry of Environment in Abuja, where preparations were made for the forecast of the 2015 flood management strategies.

The permanent secretary hinted of the possible consequences of the release of water from the Dam in Cameroun and its attendant effect on the coastal waters and the wetlands.

It was also disclosed at the Abuja meeting that the release of excess water from the Dam might cause flooding that will affect the Benue River Basin and States like Adamawa and the Niger-Delta region with flooding problems.

Onisarotu therefore, advised that residents within the coastal and low- line areas, which are prone to flooding to ensure that all canals and drains are properly cleared to ensure free flow of water.

Likewise,they should ensure discouragement of people from dumping waste and refuse into the canals and drainages that may cause havoc and flooding.

He assured that the State Government would ensure that several flood mitigating measures are put in place.

Residents along flood plains, low line areas and other coast lines, include Ajegunle, Owode-Onirin axis, Owode-Elelede, Kuramo Beach, Alpha Beach, Okun Ajah, Mende-Maryland, Ijora-Badia, Iwaya among others.

And even when rats got more than 70,000 times what a typical American ingests, there was no change in body weight, reproductive organs or hormone levels, the scientists reported. "In the low-dose range, there really were no biologically significant changes observed at all.

It was only when exposures were millions of times higher than what people typically get that the scientists saw changes like those caused by the body's own sex hormones.

Beware, Killer Adulterated Palm Oil sold in the Markets


Palm oil is a major vegetable oil that is used in many soups and meals especially in West African countries. In fact, I doubt if there is any home in Nigeria that does not include palm oil in any of their daily meals. This clearly shows the importance of the oil in the diets of an average Nigerian.

Stop Subsidy! NNPC MD tells FG..

Newly appointed Group Managing Director of the Nigerian National Petroleum Corporation (NNPC) Dr. Emmanuel Ibe Kachikwu speaking on Thursday in Lagos at the 2015 conference of the National Association of Energy Correspondents (NAEC), hinted that the Federal Government spent over N5 trillion on fuel subsidy between 2006 and 20012.
This is even as the ongoing reforms at the Nigerian National Petroleum Corporation (NNPC) took another dimension yesterday, with Kachikwu assured that the corporation was fully committed to reforming the existing refineries to boost domestic petroleum product supply.
He said all the refineries have been re-streamed but are yet to attain optimal capacity, stating that removal of price control mechanisms is deemed imperative to ensure full growth of the sub-sector by allowing private stakeholders to complement government efforts in developing the industry. He said while Africa produces about 10 per cent of the world’s oil, only 3.6 per cent of that is refined on the continent, as its refining capacity has remained unchanged for the past 20 years. According to him, Cameroon and Cote d’Ivoire together export about 34mbpd, meeting only 10.2 per cent of the West and Central Africa demand shortfall.
He explained that subsidy creates distortions in government revenue distribution as a result of round tripping and unnecessary carry over of expenditures every year in a way that is difficult for government to control or sustain. The NNPC boss disclosed that subsidy accounted for 20 per cent of the Federal Government’s budget in 2013, stressing that the government is not in control of the factors that influence retail fuel price, particularly fluctuations of crude oil price at the international market.
According to him, speedy implementation of the deregulation policy would go a long way in encouraging inflow of private sector and international investment; ensure that Nigerians derive fair deal from the abundant petroleum resources in the country through fair products’ prices for consumers and full cost recovery and reasonable margins for operators.
“Implementation of the policy will entrench efficiency in product usage, product availability and effective competition among investors hence putting an end to product shortage. However, critical enablers such as security of the supply and distribution infrastructure must be assured to guarantee the availability of the petroleum products at affordable prices,” he said.
Kachikwu said the corporation had resolved to implement a new strategy to transform the midstream sector into a transparent, efficient and fair market by ensuring the rehabilitation of the Brownfield Refineries, using a new business model.

The new helmsman in NNPC further assured his audience that the corporation has sufficient petrol stock to last 25 days at a consumption rate of 40 million litres daily but pointed out that the stock was not available in all the 21 depots owned by NNPC in view of the challenges of its pipeline network.

“The Nigerian oil and gas industry will be transformed rapidly for greater efficiency and sustainable growth through market reforms, diversification of the revenue base and the monetisation of the vast natural gas resources,”

PDP Chieftain cautions Buhari against selective anti-graft war!

A leader of the Peoples Democratic Party, Mr. Dayo Ogunjebe, has called on President Muhammadu Buhari not to be selective in his fight against corruption.

He also urged the President not to pander to the wishes of members of his All Progressives Congress who might be urging him to use security agencies to intimidate and harass members of the opposition political parties.

Ogunjebe, in a statement, on Thursday, said the President must live above board in the management of the nation’s affairs if he must maintain and sustain the goodwill he currently has across the nation’s political, social and economic spectra.

He said the call became necessary in view of the fact that only the members of the PDP who served in the last government led by former President Goodluck Jonathan had so far been called to question, leaving those in the APC who are perceived to be corrupt.

He said, “President Muhammadu Buhari, by virtue of the office he occupies, is the father to all Nigerians, irrespective of political, ethnic, religious or any other bias anyone might have. So, if he is to lead the nation, he must be seen to be fair and just.

“I mean as a leader desirous of putting the country back into shape, all manner of people deemed to have caused any form of infraction to the nation’s wellbeing must be called to question. His fight to rid the country of all forms of corruption must be all encompassing and not half-hearted or biased.”

He further gave a clarification, saying he was not averse to the move to bring corrupt people that ran the country to book but stated that, “I will support a situation whereby anybody, especially in the PDP, who has been deemed to have soiled their hands in the past are called to question, as I am not in support of such but the same must be applied to those in the ruling party too.”

Mikel signed documents to leave Lyn Oslo in April 2005, and Manchester United even announced that they had struck a deal to sign the then-18-year-old on their official website.

Agents were by passed as the club wanted to deal directly with the player. That proved to be a mistake as, when they expected him to join in January 2006, he never arrived, despite wearing a Manchester United shirt during a hastily-arranged press conference previously.

Mikel felt he was pressured into signing without his agent present, and said in an interview that Chelsea were the club he genuinely wanted to join.

MOHAMMED SALAH TO LIVERPOOL

Salah was being tracked by clubs in England with Liverpool the likeliest destination. They were in talks with Basle but took too long to finalise the move.

Chelsea got involved, and wasted no time. Ian Ayre was quoted as saying 'you win some and lose some', but Salah's agent Sascha Empacher claimed Liverpool's indecisiveness cost them.

ARJEN ROBBEN TO MANCHESTER UNITED

Robben travelled to London and met with Manchester United manager Sir Alex Ferguson in 2003, but their £5m offer was too low for PSV's liking.

ISIS’ fugitive fleeing to Nigeria caught


According to reports from dailies this morning, an Islamic State top cleric in Lebanon, Ahmed Al Assir was arrested by Lebanese authorities on Saturday as he attempted to fly out of the country on a forged passport after being on the run for over 2 years.

Lebanon’s official National News Agency reported that Mr. Al Assir was caught at Beirut’s Rafik Hariri International Airport on Saturday while trying to board a flight to Egypt using a fake Palestinian passport.

Lebanon’s general security directorate said Mr Al Assir was planning on flying to Nigeria via Cairo.

A photo posted by the National News Agency after the arrest revealed that Mr. Al Assir had recently adopted a new look, shaving his long, unkempt beard and trading his usual religious robes and headwear for a more inconspicuous jacket and sweater. Some local news outlets suggested Mr Assir had also had plastic surgery to alter his appearance.

Mr Al Assir became one of the most wanted men in Lebanon after his militia went to battle with the Lebanese army in the port city of Sidon in 2013, resulting in the deaths of 18 soldiers and dozens of Mr Al Assir’s gunmen.

When the war in Syria began emboldening extremist Sunnis in Lebanon and inflaming sectarian tensions here, Mr Al Assir swiftly rose from obscurity to become a powerful voice. From his modest Bilal Bin Rabah mosque in the southern city of Sidon, he railed against Hizbollah and later the Lebanese state, accusing them of subjugating Lebanon’s Sunni community.

Mr Al Assir was ridiculed by his opponents for his hardline rhetoric and media stunts, such as a 2013 incident in which his followers forced their convoys through Christian-erected roadblocks to reach a ski resort and play in the snow.

But amid a leadership vacuum for Lebanon’s Sunni community and passions against Hizbollah and the state running high, Mr Al Assir’s strident tone struck a chord with many disaffected, radical Sunnis in the country. His movement even attracted Fadl Shaker, a Lebanese-Palestinian rooftop wedding singer turned wildly popular pop star.

At first, Mr Al Assir maintained that his movement was peaceful in nature. But slowly, the guise of a peaceful movement dripped away.

Soon, the closed-off street where his mosque was located in Sidon’s Abra neighbourhood was teeming with gunmen. Mr Al Assir’s words became more bellicose as he encouraged Lebanese Sunnis to go to Syria and aid the rebels. He spoke about the need to confront Hizbollah, which he called “the party of Satan” or “the Iranian project” and accused it of dominating the Lebanese state.

Oil firms lay off Workers..Crude Price not improving

Other than Nigeria’s plummeting finances, oil companies in the country's oil and gas sector, as is the case with oil producers worldwide, have been forced to scale down on investments, slash their budgets and lay off staff as plunging oil prices takes a toll on crude oil exporting countries and industry operators.

Brent sold at $45.54 Tuesday afternoon, down 20 cents but still some way from its 2015 low of $45.19, while US crude futures hit an intraday low of $41.43 - close to their lowest since early 2009 - before picking up when they traded at yesterday's close price of $41.87 a barrel.

A report by the London-based Financial Times (FT) yesterday also showed that for smaller oil firms, better known as independents, to survive, a new wave of industry consolidation is inevitable, as they struggle to remain afloat.

Inadvertently, the report brought to the fore the need for the Central Bank of Nigeria (CBN) and Nigerian Deposit Insurance Corporation (NDIC) to undertake another stress test on Nigerian lenders, which lent heavily to several local firms during their acquisition spree of oil assets sold by the international oil companies (IOCs).

According to FT, dozens of small oil companies are limping along, labouring under heavy debts and dwindling cash flows.

Brent crude has more than halved since June last year, with the slide accelerating after the Organisation of Petroleum Exporting Countries’ (OPEC) decision last November not to cut output, despite a US supply glut and weaker than expected demand in Asia.

The drop has inflicted massive pain on oil exporting countries, widening budget deficits and weakening currencies.

Energy companies have laid off an estimated 70,000 workers and scrapped projects worth billions of dollars, especially in high-cost areas such as Canada’s oil sands and the deepwater fields of the Gulf of Mexico.

The low oil price is reshaping the industry landscape: it drove Royal Dutch Shell’s $55 billion takeover of smaller rival BG Group, and triggered the fall of Nigeria-focused oil explorer Afren, which entered administration last month.
Venezuela, a country whose crude oil accounts for 96 per cent of export revenues, and that loses $700 million for every dollar drop in the oil price, typifies the difficulties oil exporters face.

Amid slumping revenues, its cash reserves now stand at a 12-year low of $15.4 billion, according to the CBN data, and there are fears that the coffers could run empty in the first quarter of 2016.

Nigeria is only slightly better off with foreign exchange reserves at slightly over $31 billion, covering five months of imports.

But even Canada, a much wealthier country, is being squeezed. Economists are scaling back forecasts of future production, and Fort McMurray, the Albertan boomtown that was once nicknamed “Fort McMoney”, is seeing leaner times, with workers laid off and projects shelved. Unemployment in Alberta’s oil sands has doubled and councils are cutting their budgets.

But it is not all bad news. Lower oil prices have benefited consumers, leading to lower petrol prices. The windfall is worth more than $200 billion for the US, Eurozone, UK and Japan, according to a report by Capital Economics in May, although so far there is little evidence that consumers are spending much of their spare cash.

However, in the US, sales of petrol guzzlers such as sports utility vehicles (SUVs) are up, and the country is seeing something of a renaissance in motoring.

According to FT, the world’s big energy groups have shelved $200 billion of spending on new projects. Wood Mackenzie, the energy consultancy, says that companies have deferred 46 big oil and gas projects with 20 billion barrels of oil equivalent in reserves, which is more than Mexico’s entire proven holdings.
Wood Mac says that the number of major upstream projects expected to be fully approved during 2015 could probably be counted “on one hand”.

Saudi Arabia, which drives OPEC’s policy, is determined to preserve market share and squeeze high-cost rivals, and is pumping crude at record levels to achieve those goals.

But a long period of low oil prices could play havoc with its public finances. Saudi officials say it is well insulated, and it has a huge buffer in the form of foreign exchange reserves, which peaked at about $800 billion in mid-2014.
But it is burning through them fast: they dropped by $36 billion in March and April alone. The kingdom is now trying to relieve the pressure on its finances by returning to the bond market, with a plan to raise $27 billion by the end of the year.

Bankers say that its central bank has been sounding out demand for an issuance of about SR20 billion ($5.3 billion) a month in bonds for the rest of the year.
As the lower oil price begins to bite, US shale producers, particularly those with weak balance sheets, could become targets for larger companies.

Goldman Sachs says that those that could be vulnerable include US independent oil firms Continental Resources, EP Energy and Halcón Resources, whose leverage (net debt as a percentage of capital employed) is predicted to reach 61 per cent, 49 per cent and 61 per cent respectively next year.

So far M&A involving US shale has been sluggish: most companies with good positions in places such as the Bakken in North Dakota are not yet under the financial strain that would force them to seek a buyer at a knockdown price. Analysts say that the longer oil prices stay low, the more likely that is to change.

One of the worst affected parts of the oil patch has been Alberta, home to Canada’s oil sands industry. Capital spending by the Canadian oil and gas industry will total C$45 billion (US$34.5 billion) this year, 40 per cent lower than 2014.

As a result, forecasts of future output growth are being scaled back. The Canadian Association of Petroleum Producers estimates that Canada will pump 5.3 million barrels a day (b/d) by 2030, a big drop from last year’s forecast of 6.4m b/d.

However, the plunge in the crude price has led to big savings for American consumers. Petrol is now selling at an average of $2.75 a gallon, which is 72 cents below its level a year ago.

US car sales are also humming, hitting annualised rates of more than 17 million in May and June, their highest levels since 2005, according to Motor Intelligence, a data provider. This has been propelled by bumper sales of SUVs and pick-up trucks.

The result: the US is experiencing a motoring renaissance. The distance that the average American travelled by road last year rose for the first time since 2005.
When the oil price began its plunge last year, some said that it would have a chilling effect on investments in alternatives to fossil fuels. But that has not happened.

Analysts say that is understandable: oil is used to generate just 5 per cent of the world’s electricity globally, according to the International Energy Agency (IEA), so it does not compete directly with wind, solar or other renewable sources of power.

Unsurprisingly, as low oil prices hit harder on oil exporting countries, Angola has followed in the footsteps of Nigeria by imposing foreign exchange restrictions on the country.

But unlike Nigeria, which banned some imported items such as rice from accessing foreign exchange and introduced a rash of measures such as stopping dollar deposits in domiciliary accounts and limiting hard currency and local currency withdrawals, Angola has chosen a different route.

It’s central bank governor announced a limit on what foreign investors can repatriate, as regulators seek to prop up an economy weakened by a sharp drop in crude prices, reported Reuters.

Under new laws made public late on Monday, foreign firms investing in strategic sectors, which exclude the country’s dominant oil industry, would also have to sign up a local partner.

Africa’s second largest crude producer is struggling to prop up its economy after a halving of oil prices last year sapped dollar inflows, dented the local currency, hampered public finances and prompted huge government borrowing.
Angola’s central bank devalued the local currency, the kwanza, by 6 per cent in June, taking the currency’s losses against the dollar to around 23 per cent this year. Economists believe currency weakness will trigger another devaluation in the coming months.

The new Private Investment Law was passed by Angola’s parliament on August 11 but details were initially not made public.

“A significant part of private investment has become a major drain, with foreign currency going abroad,” Governor Jose Pedro de Morais told reporters late on Monday. “This new law will correct this.”

De Morais earlier told the state television that companies operating in Angola and citizens should reduce their “foreign currency needs” by 50 per cent. It was not clear if this was part of the new investment law.

The new law will require foreign companies to run operations from an Angolan bank, de Morais said, a measure experts believe is aimed at monitoring firms which regularly report losses, meaning they don’t have to pay taxes.

Investors in “strategic sectors”, including telecoms, electricity, construction, water, technology and transportation, will need to give a local partner at least a 35 per cent share in the business, the legislation also stated.

Foreign oil majors including ExxonMobil, Chevron, BP, Total and Eni all have large operations in Angola. Portugal, once the colonial ruler in Angola, also plays a major role in the economy.

Standard & Poor’s lowered its credit outlook on Angola to negative last week, indicating it may cut its credit rating on sub-Saharan Africa’s third largest economy if things do not improve.

Meanwhile, the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Dr. Ibe Kachikwu, has restated his resolve to usher in a new dawn of transparency through the periodic publication of the corporation’s financial transactions and its finances, insisting that transparency must be the watchword of every staff in the new NNPC.

Kachikwu, who stated this at his maiden town hall meeting with the staff of the corporation at NNPC’s head office in Abuja, said the new NNPC of his dream is a corporation anchored on the foundation of transparency.

A statement by its spokesman Ohi Alegbe said Kachikwu charged the staff to break away from the old culture and bring creative solutions to the numerous challenges facing the corporation.

The GMD said with the kind of change he has in mind, the staff could not afford to continue with business as usual.

He challenged the staff not to obey any directive from him or any superior officer that runs contrary to the rules, adding that President Muhammadu Buhari would not ask him to do anything shady just as he himself would not ask any staff to carry out any unlawful duty.

“I want transparency. Beginning from next month, I want to be able to publish what the company makes. I have told the president that as from next week I will be sending him weekly reports,” he said.

Speaking further on the culture of transparency, he said it should begin with
establishing the current financial status of the corporation and that he would sign on auditors “to do a proper forensic audit to tell us where we are”.

He promised to revisit old processes that used to make for efficient operations, adding that the staff should see themselves as the drivers of the changes required to bring about the new NNPC.

“You are the best consultants there are. While there may be need to refer certain issues to consultants, ultimately you are the ones who will implement whatever recommendations they come up with; you are the ones who have been around and who understand the system and so you are the ones who should drive the change,” he charged the staff.

He said the change would be anchored on three key issues of people, processes and profit, adding that the people element was key to the success of the other two elements which was the reason personnel motivation was dear to his heart.

Kachikwu also dismissed reports that he intends to sack 1,000 personnel of NNPC, adding that nothing could be farther from the truth, as he needed quality staff to drive the processes and business in the new NNPC.

Speaking on behalf of members of the Petroleum and Natural Gas Senior Staff Association (PENGASSAN), Mr. Francis Johnson pledged the readiness of the NNPC staff and the GMD to achieve the federal government’s reform agenda for the corporation and the oil and gas industry at large.

Echoing the position of PENGASSAN, Mr. Igwe Achese, President of the National Union of Petroleum and Natural Gas Workers (NUPENG), said that as a group, the union has implicit confidence in the ability of the new GMD to deliver on Buhari’s reform agenda in the oil and gas industry.

Custom Chief resigns..boasts, "am not afraid o"

President Muhammadu Buhari has accepted the resignation of the Comptroller-General of the Nigeria Customs Service, Alhaji Dikko Abdullahi.

With the acceptance, Abdullahi is expected to proceed on voluntary retirement from Tuesday (today).

He had earlier written a letter dated August 3 to the President in which he notified Buhari of his desire to proceed on voluntary retirement from Tuesday.

Buhari’s approval of Abdullahi’s request was dated August 14 and personally signed by the President.

He thanked the NCS boss for his services to the country in the last six years.

The President’s letter was titled, “Voluntary retirement from the Nigeria Customs Service.”

The approval read, “Dear, Alhaji D.I. Abdullahi. I write to acknowledge the receipt of your letter Ref. No. NCS/ADM/HQ/P. 35802 of 3rd August, 2015 conveying your decision to voluntarily retire from the Nigeria Customs Service with effect from Tuesday, August 18, 2015.

“I note with appreciation your services to this nation, especially as the Comptroller-General of the Nigeria Customs Service in the last six years.

“Accordingly, I hereby approve your voluntary retirement from the Nigeria Customs Service with effect from 18th of August, 2015.

“I wish you the very best in your future endeavours.

“Yours sincerely, Muhammadu Buhari.”

Abdullahi had in his letter to the President thanked him for the confidence and trust reposed on him since he (Buhari) was inaugurated on May 29.

He said by August 18, he would be six years in office as the Comptroller-General of the NCS.

He recalled that on assumption of office, he articulated a six-point agenda which he vigorously pursued.

He said the agenda had positively impacted on the efficiency and performance of officers of the service and had drastically changed the negative perception of the service.

He listed the six-point agenda to include capacity building, introduction of e-Customs, enhancing productivity through improved welfare package, moral rebirth for discipline and integrity in service, collaboration and partnering stakeholders and international organisations, as well as fostering understanding of the Service in the eye of the general public using an intensified and a well-coordinated public relations platform.

He added that the decision to resign “is taken with a view to allowing young people to take over the mantle of leadership of the service in order to sustain and improve on my legacy.”

The President has yet to name Abdullahi’s successor at the time of filing this report.

Speaking with State House correspondents shortly after paying a farewell visit to President Buhari at the Presidential Villa, Abuja on Monday, Abdullahi said he had nothing to fear about the ongoing investigation of revenue-earning agencies being conducted by the Federal Government.

Abdullahi said revenue appreciated under his watch by 20 per cent.

He said, “The only way the NCS can move forward is by sacrifice; to give chance to others so that they can continue with the legacy that we have up in place.

“Revenue appreciated by 20 per cent from when I took over and the officers that did the work are still around and I think that the NCS, I stand to be corrected, is the only service that is fully automated in the system of operation.

“We have no fear. The time I’m leaving is the time I feel those young ones that have developed the software can manage the software.

“So, that is basically the reason.”
